Providing both treatment and agency-based foster care

THE PROGRAM

Reach Out Foster Care Services is a therapeutic foster care program operated through Panhandle Mental Health Center in Scottsbluff, Nebraska. The program offers services for three levels of foster care: treatment level, agency-based and continuity-based.

Each level is designed to provide support and therapeutic services to the youth while they reside in a home setting.

Levels of foster care are determined by the current needs of the child. Foster parents in the program are trained to work with a diverse population of children. Foster parents also have the opportunity to work with other community members as a team to support each child.

Reach Out Foster Care staff members are available for additional support to foster parents and families on a 24-hour per day basis.

Foster parents are compensated for their care and support of these youth.

THE YOUTH

Youth placed in the Reach Out Foster Care program can range in age from infancy to 19 years old. These children are unable to remain with their family of origin and may require either short or long-term placement with a foster family.

While residing with Reach Out Foster Care parents, these youth learn to successfully attend public school, maintain employment and volunteer positions, join activities, and become contributing members of the community. Each child is an active member of his or her support team and is directly involved in making decisions regarding his or her individual needs.

Effort is made to work closely with each child's family of origin. As often as possible, birth-family members are also encouraged to be included in decision-making and team support.

THE PARENTS

Reach Out Foster Care parents have the opportunity to share their experiences and skills with children who are in need of security, stability and positive guidance.

All necessary training is available through the Reach Out Foster Care program and offered at convenient times and locations to accommodate parent schedules. A total of 31 hours of pre-service training is required with 30 hours of on-going training acquired annually. An educational skill-building curriculum has been developed through the program which includes a vast selection of interesting and applicable topics in providing care for children.

Foster parents also have the opportunity to enjoy special recognition celebrations and network with other foster parents for support and fellowship.
